It introduces the planned survey concept and outlines, above all, those tasks of the 2011 population census which will require close-co-operation between municipal authorities and official statistics.

Finally, there is an outlook on future tasks and register-related work.

By that procedure, the data obtained in a postal survey from the owners of buildings and dwellings are matched with population register data. This procedure has been developed by the statistical offices of the Federation and the Länder and tested successfully. The results are contrasted with the traditional full enumeration method.

That survey was tested in 2001. This contribution presents in detail the results of these pilot surveys testing the postal coverage of the owners of buildings and dwellings and analyses them.

In this contribution both the method and the test results of multiple registration checks are explained in detail and assessed.

The text presents the basic features of the procedure and discusses the results obtained on the subject through the pilot surveys.

These were to check the suitability of administrative registers, especially of municipalities’ population registers, for statistical purposes and make extensive procedural tests. The text refers to the pilot surveys conducted in Bavaria.
